Building Services Division

Welcome to Doña Ana County Building Services Division. This office provides information on obtaining permits and inspections for both commercial and residential construction, electrical, plumbing and mechnical permits and inspections, as well as mobile home installation permits.

The department's goal is to assist the general public with home-site development and procedures to insure compliance with local and state rules and regulations. The department coordinates all applications for various permits. All permit applications must be reviewed and approved by various departments to insure compliance with applicable regulations, zoning, and setback standards.

Frank Torres, is the County Building Official; the building inspectors are: Mike Moore in the southern end of the county and Armando Alvillar in the northern part of the county.

The office staff consist of: Liz Shankles who is a Development Technician II, she is the lead person for the front office staff. She oversees the intake of building permits and mobile home applications and the issuance of all permits. Rudy Castro and Frankie Estrada are Development Technicians I; they take in all applications and route to the different departments for permit approval. Rosy Solis is the departmental secretary, she takes care of the administrative functions of the office.
